
Booths, volunteers, surveys and polling day on one board
Bharat Survey is election management software for India built for candidates, campaign managers and political consultants who need to know what is really happening in each booth. Volunteers get an offline Android app with assigned areas and survey forms. The campaign office gets a live map during shifts, booth committees and ratings, daily booth reports and a war room board that shows which booths went quiet today.

Most campaign tools stop at a contact list. Elections are won or lost in booths, so the software is organised around them.
Booth master and committees
Each assembly constituency gets a booth master: part number, booth name, building, area and voter counts by gender that you enter or upload. Around each booth you record the committee: booth pramukh, booth level agent and members, plus panna pramukh roles with the page range they look after.
Booths can be grouped into mandal or shakti kendra clusters of five to seven, if your organisation works that way.

Surveys that prove the visit happened
Volunteers start a shift, check arrival, record consent and fill the form section by section, even without network. When the record syncs, its location is compared with the assigned village or ward and labelled in area, near boundary, outside, poor signal or mock GPS. Anything doubtful goes to review and is never counted as approved.

War room board
The board combines booth coverage and rating on the constituency map, report compliance (which booths sent no report today), open issues, volunteer activity and a sentiment summary from surveys. It answers the morning question every campaign manager asks: where do we need people today?

Local elections are small in area and tight in margin. The geography has to go down to the village and the ward.

Areas are organised by district, block, gram panchayat and village using LGD codes, so a zila or kshetra panchayat campaign can assign volunteers village by village and see coverage for each gram panchayat.

A sarpanch or pradhan campaign often has fewer than ten active workers. Two or three seats for surveyors, free committee roles and the daily report are usually enough to see which hamlets have not been visited.

Traditional vs digital election management?
Traditional management runs on registers, phone calls and meetings, so the office learns about a silent booth days later. Digital management puts booth reports, surveys and volunteer activity on one board the same day, with location and time on each record. It does not replace workers; it shows where they are needed.
Can the software import the voter list?
No. Version 1 does not import voter rolls or store voter-level personal data. You can load booth details such as part number, building and voter counts, and assign panna pramukh roles by page range, but the voter list itself stays outside the app.
Does it work for Panchayat and municipal elections?
Yes. Rural geography runs from district and block to gram panchayat and village, and urban geography from urban local body to ward. Assignments, location checks and dashboards use the same codes, so a ward or a gram panchayat campaign works the same way as an assembly seat.
Is the software linked to any political party?
No. Bharat Survey is a neutral provider. Each client's data sits in its own tenant, separated from every other account, and our staff access to sensitive data needs a recorded reason. We do not name clients or share one campaign's data with another.
How is it priced?
Pricing is seat-based and quoted per campaign. You pay for the people who fill surveys; booth committee members and panna pramukhs who only file reports do not need a seat. Tell us the constituencies, team size and dates for a quotation.
