Bharat Survey is a field force management app for survey agencies, NGOs, departments and verification firms that send enumerators into villages and wards. Supervisors assign areas and forms, watch progress on a live map while shifts run, and review records flagged for location or timing. Enumerators get a simple offline Android app. Location is shared only between Shift Start and Shift End, never in the background.
Field service management products schedule technicians, track spare parts, raise invoices and close work orders. Bharat Survey does none of that. It manages people whose job is to visit a place, ask questions or inspect something, and bring back evidence: enumerators, surveyors, verification agents, auditors and programme staff.
Seats: each enumerator holds a licensed seat, and the server will not let an account exceed its limit. Assignments: every enumerator gets areas such as villages, wards or booths, and forms for a date range. Shifts: work starts when the enumerator taps Shift Start and ends at Shift End. Quality: records flagged for location, duration or back-check mismatches wait in a review queue.
Today's work, downloaded in advance. A shift button. An arrival check. Consent and the form. A sync counter that separates saved on phone from reached the server. Nothing else, in Hindi first with English available.
While shifts are running, the supervisor's map shows each active enumerator's shared position, the areas assigned to them and the records that have synced. A record appears with its location state: in area, near boundary, outside, poor signal or mock GPS.
When the enumerator ends the shift, location sharing stops. The map then shows completed work, not people. This is deliberate. It keeps the product within Play Store location rules and within what field staff can reasonably be asked to accept.
Progress counts by enumerator and by area update as records sync. Because the app shows its own sync status, a supervisor can tell the difference between an enumerator who has done nothing and one whose phone has twenty records waiting for signal.
Skip logic, validation and required fields catch errors at the doorstep. Arrival and consent come before questions, and a visit outcome is recorded even when no one answers the door.
Records outside the area, with mock GPS or with very short durations go to review. Supervisors accept, return for correction or reject with a reason, and assign back-checks to a different person.

No. Location is shared with supervisors only between Shift Start and Shift End, with a persistent notification on the phone. Outside a shift, the app captures location only when the enumerator taps to record arrival or submit a record.
The enumerator keeps working. Forms and assignments are already on the phone, records save encrypted and sync later. The supervisor sees those records once they sync, and the app's sync counter shows how many are still pending.
