The division

Meerut division sits between the national capital and the Ganga. Its south-western edge is urban NCR, with Ghaziabad and Noida, while Baghpat, Hapur and most of Bulandshahr remain sugarcane and wheat country served by small towns. A division-wide sample would be dominated by NCR wards.

District lines and seat lines do not match

Parliamentary seats here borrow segments from neighbouring districts. Baghpat Lok Sabha includes Siwalkhas from Meerut district and Modinagar from Ghaziabad district. Hapur's three assembly seats sit in three different Lok Sabha seats. Bulandshahr's Sikandrabad and Khurja vote in Gautam Buddha Nagar. Any quota plan that stops at district boundaries will weight these seats wrongly.

Baghpat is a small district of 245 villages on the east bank of the Yamuna, with three municipal councils and a population of about 13 lakh. As a survey agency in Baghpat we split work across its three tehsils, because Baraut is a busy market town while Khekra tehsil sits closest to the Delhi border. Bulandshahr is the largest district in this group: 1,246 villages, 16 development blocks, seven tehsils and about 35 lakh people counted in 2011, with 17 nagar palikas and nagar panchayats. That scale shapes how a survey agency in Bulandshahr staffs a project. Anupshahr and Debai along the Ganga are far from the Khurja and Sikandrabad industrial belt near the NCR, so teams are briefed separately for each. A political survey company in Bulandshahr should know that two of the district's seven assembly seats vote in Gautam Buddha Nagar Lok Sabha, and an election survey agency in Bulandshahr has to report those segments apart from the five that form the reserved Bulandshahr seat. Hapur was carved out in September 2011 as Panchsheel Nagar and renamed Hapur in July 2012. It has three tehsils, four blocks, 273 gram panchayats and 352 villages. For a survey agency in Hapur, the district's oddity is electoral: Dhaulana votes in Ghaziabad Lok Sabha, Hapur (SC) in Meerut, and Garhmukteshwar in Amroha. A political survey company in Hapur therefore reads its results in three parliamentary contexts, and an election survey agency in Hapur weights each segment to its own seat, never to a district total. Why does a Hapur survey need three Lok Sabha seats?

Hapur district has three assembly seats, and each votes in a different parliamentary seat: Dhaulana in Ghaziabad, Hapur in Meerut and Garhmukteshwar in Amroha. A parliamentary survey in Hapur must be designed and weighted with the other segments of each of those seats, otherwise the result mixes three contests.
