Know which booths are staffed, active and reporting, before polling day tells you
Booth management services in India usually mean registers, WhatsApp groups and a phone tree that collapses on polling day. Bharat Survey gives candidates and campaign teams a working system instead: a booth master for the constituency, committee and worker records, daily booth reports from an offline Android app, and a war-room board that shows which booths are silent. We set it up, train your booth in-charges and support the team through the campaign, within Election Commission rules.
- Booth master loaded for your assembly or Lok Sabha seat
- Committee roles and worker duties per booth
- Daily booth report from the field, offline
- Polling-day turnout updates on the war-room board

What changes when booths report every day
Instead of asking who is working, the war room sees it: which booths filed today's report, which committees are incomplete, and where turnout updates stopped at noon.
Most campaigns know how many booths they have. Few know, on a given morning, how many have a committee in place. We load the polling stations of your constituency into a booth master and let each booth in-charge record the committee: in-charge, members and their responsibilities. Vacant roles show up as gaps on the board, not as surprises in the last week.
Roles the app supports
Booth in-charge (often called Booth Pramukh), committee members, and page-level volunteers such as Panna Pramukh with the page range they look after. Where a recognised party appoints Booth Level Agents under ECI instructions, their details can be recorded as a role too. Field roles do not need survey seats; only people who collect surveys do.
Committee health, not just headcount
Booth ratings let the constituency team mark booths as strong, average or weak, with a reason. Over the campaign the board shows whether weak booths are improving or being ignored.

Duties are only real if someone can check them.
Duties per booth and per worker
Door-to-door rounds, meetings, material distribution and survey assignments are given to named workers for named booths, with dates.

Daily booth report from the field
Booth in-charges file a short daily report in the app, even offline: activities done, issues heard, problems needing the war room.
- Works without network
- Syncs when signal returns
- Comes regularly
- Comes sometimes
- Rarely / never
- Don't know
Silent booths and issues flagged
Booths that have not reported for a set number of days, or that raise urgent issues, appear on the war-room board for a call from the constituency team.
- No-report alerts
- Issue queue
Our view on booth work
Turnout updates by time slot
Booth volunteers outside the polling area send approximate turnout counts at fixed times. The board shows booths lagging their expected pattern so the team can act while voting is still open.
- Time-slot updates
- Lagging booth list
Issue reporting with location
Workers report problems such as a missing volunteer or a crowd management issue with location and time. Complaints about the poll itself go to the Presiding Officer or Returning Officer through official channels; the app helps you track that they were raised.
- Timestamped issue log
- Follow-up status
Respecting polling-area rules
Section 130 of the Representation of the People Act bars canvassing within 100 metres of a polling station, and phones are restricted inside. Our set-up keeps volunteers and their reporting outside those limits, and training covers what workers must not do.
- Training on ECI rules
- No reporting from inside polling stations
30 days out
- Booth master complete for all polling stations
- In-charge named for every booth
- Committee gaps listed and owners assigned
- Daily report habit started
7 days out
- Silent booths contacted
- Polling-day volunteers confirmed
- Turnout reporting slots agreed
- Training on ECI restrictions done
Polling day
- Opening check-in from each booth team
- Time-slot turnout updates
- Issue log watched in war room
- Closing report filed
Not the right fit if
- Voter-roll import or voter slips (not in version 1)
- Bulk WhatsApp or IVR messaging to voters
- Any activity inside the polling station
- Promises about election results
A good fit if
- Knowing which booths are organised
- Daily accountability for booth teams
- A single polling-day picture for the war room
- Campaigns with weak network areas

What does a booth management service include?
Setting up the booth master for your constituency, recording committees and worker roles, daily booth reporting from an offline Android app, a war-room board for the constituency team, polling-day turnout updates, and training for booth in-charges. Surveys can be added if you want issue readings per booth.
Can you import the voter list for panna pramukhs?
Not in version 1. We do not import electoral rolls. Page volunteers can be recorded with the page range they are responsible for, but voter-level data is not loaded or tracked in the app.
Does the app work in villages without signal?
Yes. Booth in-charges can file reports and committee changes offline. Data is stored encrypted on the phone and syncs when the network returns, and the app shows how many records are waiting to sync.
How quickly can booth management be set up?
Loading the booth master and roles is quick once we have the constituency and your list of in-charges. The slower part is getting booth teams to report daily, so start several weeks before polling and plan short training sessions by block.
Is the app available on iPhone?
The field app is Android-first. Constituency teams and war-room staff use the web panel on any laptop or browser. If some in-charges use iPhones, tell us at the start so we can plan around it.

Share your constituency and campaign dates. We will set up the booth master, roles and war room, and train your in-charges.
