Page-range roles, simple reports and an office that sees gaps
Bharat Survey's panna pramukh app helps campaign offices organise the workers who look after individual pages of the electoral roll in each booth. The office records each panna pramukh against a booth with their page range. They file short reports from a light Android role in Hindi, and the war room sees which booths and page ranges have gone quiet. The app does not import or display the voter list itself.
Campaigns name these roles differently. This is how the app models them, and every level is optional.
Some tools load the full roll and give each worker their page of names. We do not, in version 1. Here is the trade-off.

Electoral rolls are published by the Election Commission for electoral purposes, with conditions on their use. Copying them into a campaign database and onto hundreds of personal phones creates a large store of personal data that is hard to protect and harder to delete. India's Digital Personal Data Protection Act, 2023 adds duties around purpose and consent for such processing.
We chose not to build roll import into version 1. Panna pramukhs who need to look up a voter can use the Election Commission's own voter search services, which show official, current entries.
The page range tells the office who is responsible for which part of the booth. The work itself, door visits and conversations, is recorded as reports and, where you run them, verified surveys with consent.

No. Panna pramukhs and booth committee members use a light role for reports and turnout entry, which does not consume a seat. A seat is needed only if the same person also fills survey forms.
Yes. Committee and panna pramukh details with booth part number, mobile number and page range can be uploaded as a CSV, then corrected in the web panel as roles change.
No. Version 1 does not import electoral rolls, so no voter names appear in the app. Workers can check individual entries through the Election Commission's official voter search.
Yes. The light role has very few screens, works offline, and is designed for low-RAM Android phones with Hindi-first labels. There is no iPhone app.
