Booth lists yes, electoral roll personal data no

If you are evaluating a voter list app for a campaign, know this first: Bharat Survey does not import, search or store electoral roll personal data in version 1. We work with the booth list you supply, meaning part numbers, booth names, buildings and voter counts. On top of that sit booth committees, daily reports, verified door-to-door surveys and a war room board. For individual voter details, the Election Commission's own services are the right source.

Survey responses with consent

When surveyors visit households, respondents answer a questionnaire after consent. Results are aggregated by booth and ward, and each record carries location evidence. Personal details are collected only where the form asks and the respondent agrees.

When a worker needs to confirm one voter's name, part number or polling station, the Election Commission's electoral search and the Voter Helpline app are the reliable options. They show the current roll, including recent additions and deletions a campaign copy would miss.

State Chief Electoral Officer websites publish roll PDFs by assembly constituency and part. Those are published for electoral purposes; using them to build a commercial database raises questions under the rules on roll use and under the Digital Personal Data Protection Act, 2023.

Why we left it out of version 1

Our product plan lists voter roll import as not in v1 for legal reasons. Roll parsing tools exist, and some campaign apps are built entirely around them. We chose to spend version 1 on verification, booth organisation and survey quality instead.

Can I upload the voter list PDF for my constituency?

No. Version 1 does not accept electoral roll PDFs or voter-level data. You can upload a booth list with part numbers, booth names and aggregate voter counts, which is enough for booth organisation and survey planning.

Where do the voter counts per booth come from?

From your own records, typically the summary figures published with the roll for each part. You enter or upload them; we do not fetch or verify them automatically, so check them against the official source.

How do surveyors know which houses to visit without a list?

Surveyors are assigned booths, wards or villages and follow a sampling instruction, such as every nth house from a starting point. Location evidence confirms the interview happened in the assigned area.

Will roll import come later?

It is not in version 1, and we have not committed to adding it. Any future feature would need a clear legal basis and strong data controls. This page will be updated if our position changes.
