Ward-level research where a few hundred votes decide the seat

Bharat Survey is a Nagar Nigam election survey agency for corporator candidates, mayoral campaigns, party city units and local media. Municipal corporation contests are fought ward by ward, on water, drainage, roads and property tax, and a ward can hold a gated society and an informal settlement a street apart. We sample each ward by block, interview with GPS-verified field teams and report what residents actually raise.

  • Ward samples split by housing type
  • Civic-issue questionnaires written per ward
  • Mayor and corporator questions kept separate
  • Fast schedules for State Election Commission timelines

City wards

Nagar Nigam election constituency survey services for dense urban wards

A municipal ward is small on the map and complicated on the ground. High-rise societies restrict entry, rented rooms change tenants every season, and daytime interviews miss working adults. We plan visits by housing block and time of day, record building access problems honestly, and weight results so that the easiest doors do not decide the finding.

What municipal voters weigh

Assembly questionnaires rarely work in a corporation contest. These are the areas we usually build questions around; each ward gets its own version.

Services

Water supply and drainage

Supply hours, pressure, contamination complaints and waterlogging after rain are often the first issues raised, and they differ street by street.
Money

Property tax and user charges

Revisions in property tax, garbage fees or water charges can move opinion in owner-occupied colonies more than any national theme.
Streets

Roads, lights and encroachment

Potholes, broken street lights and vendor or parking encroachment are asked about by lane, so the report can point to specific stretches.
Sanitation

Garbage collection and toilets

Door-to-door collection regularity and community toilet upkeep matter most in dense settlements and are measured separately there.
Candidates

Corporator recognition and access

Whether residents know their current corporator, have met them and would call them with a problem.
City race

Mayor and city leadership

Where the mayor is directly elected, a separate block of questions covers the city race so it does not blur ward preference.
Method

Municipal schedules are notified by the State Election Commission and campaigns are short. Each step below is sized for that.

  1. 01

    Ward mapping

We divide each ward into housing blocks from public ward maps and a quick field walk, noting gated societies, slums, markets and mixed lanes.

Civic-issue lists are drafted with local input, translated where needed and piloted in a non-sample block for wording and timing.

    Evening and weekend fieldwork

Interviewers work by block and time slot. GPS, time and duration are logged, and building access refusals are counted instead of silently skipped.

    Back-checks and weighting

Supervisors call back or revisit a share of respondents. Results are weighted by block type and age-gender mix before reporting.

Why ward surveys fail

Two studies

Parties choosing candidates and candidates already in the race need different studies.

Winnability survey: before tickets are given

  • Name recognition for each shortlisted person
  • Favourability and perceived accessibility
  • Issue fit with the ward's top complaints
  • Comparison with the sitting corporator
  • Same questions for every name, no favourites

Campaign tracking: after candidates are declared

  • Preference with margin of error
  • Movement between two or three rounds
  • Blocks where the candidate is unknown
  • Top issues by block for doorstep scripts
  • Turnout intent by housing type

Exit interviews outside ward polling stations

Interviewers approach every nth voter leaving sampled stations and record the vote privately. Release follows the rules and timing set for that local body poll.
  • Random station sample
  • Private vote entry

Not the right fit if

  • The ward is so small that a sample would reach almost every door anyway
  • You want results in 48 hours after a notification
  • You want us to work from a voter list with names
  • You want a guaranteed win

A good fit if

  • You contest a mixed ward with very different blocks
  • A party must choose between several local names
  • You want issue rankings by lane or block
  • Many wards need one consistent method
FAQ

Straight answers to the questions people ask most about this topic.

Who conducts Nagar Nigam elections?

Municipal elections are conducted by the State Election Commission of each state under Article 243ZA of the Constitution, not by the Election Commission of India. Schedules, reservation of wards and rules on polls and publicity are set in state law and SEC orders, so we check those for every city.

How many interviews does a ward need?

It depends on ward size and how many blocks need separate figures. A single ward estimate often uses a few hundred interviews; block-level comparisons need more. We share the calculation with the proposal instead of quoting a stock number.

Can you survey all wards of a city?

Yes, with the same questionnaire core and ward-specific issue lists. For many wards we usually report a city-level estimate plus ward results only where the sample in that ward is large enough to read.

Is this nagar nigam election survey neutral?

Yes. Sampling, questions and weighting are the same regardless of who pays. Party or candidate names are rotated in preference questions, and we never share one client's findings with another.
