Empanelment of survey agency panels is how ministries, PSUs, banks, foundations and multilateral programmes pre-qualify firms before handing out individual studies. The Development Monitoring and Evaluation Office (DMEO) of NITI Aayog published a detailed RFP for empanelling survey institutions for M&E studies. Its terms are a useful benchmark for what public buyers expect.

An expression of interest looks like paperwork. In practice a few clauses decide the shortlist, and a few others decide whether the data you later receive can be trusted.
Eligibility clauses usually test four things: legal status, years and number of comparable assignments, revenue, and a clean record with no blacklisting by a government body. The DMEO document, for instance, also disallowed a firm from providing other goods or services to a project it had surveyed, and debarred key personnel who misstated their experience.
Scoring clauses then weigh experience, team qualifications and the proposed approach. This is where survey quality can be written in. A buyer who scores back-check design, GPS and timestamp capture, and raw data handover will get proposals that commit to them.
Survey agency empanelment 3 years validity, and what happens after
Three years is a common panel term, sometimes with renewal. Being on a panel does not guarantee work. Each study is usually issued to panel members as a separate request for proposal with its own scope, and the panel is reopened periodically for new applicants. DMEO opened a fresh Request for Empanelment of survey firms for evaluation of central government schemes with submissions from 18 August to 21 September 2026.
What we put in an application
A capability statement, method notes on sampling, CAPI data capture and back-checks, sample field forms and dashboards built on demo data, and CVs of the named team. Where an RFP asks for completed assignments with work orders, we submit only documents we can produce. If we do not meet a threshold, we do not apply.

What is empanelment of a survey agency?
It is a pre-qualification process in which a buyer, such as a ministry, PSU, bank or foundation, shortlists agencies that meet set eligibility and technical scores. Individual studies are then issued to panel members, usually through a separate proposal and price competition for each assignment.
How long does a survey empanelment last?
Terms vary by buyer. DMEO's survey institution RFP set three years, renewable by up to two further years one year at a time. Always check the validity and renewal clause in the specific document.
Is Bharat Survey empanelled with DMEO or NITI Aayog?
No. We do not claim empanelment with DMEO, NITI Aayog or any other body on this page. Where we hold or obtain an empanelment, we will show the letter on request rather than advertise it without proof.
Can you work with an agency that is already empanelled?
Where the RFP and the buyer allow it, yes: as a field data collection or software partner to an empanelled firm. Many documents restrict subcontracting of core work, so this must be disclosed and approved.
