Five districts between the Ganga and the Uttarakhand foothills, planned seat by seat

Bharat Survey works as a survey agency in Moradabad division for campaign teams, researchers, departments and NGOs who need fieldwork in Bijnor, Amroha, Moradabad, Rampur and Sambhal. Why this division is different

District and parliamentary maps do not line up here. Moradabad district has six assembly seats, but only four of them vote in the Moradabad Lok Sabha seat; Kundarki and Bilari vote in Sambhal. Sambhal district's own Gunnaur seat votes in Badaun. Barhapur in Bijnor district belongs to the Moradabad Lok Sabha seat, and Garhmukteshwar from Hapur district is part of Amroha. A sample drawn by district will not give a clean parliamentary estimate, so we draw it by assembly segment and then roll up.

Language is a design choice, not a translation task

Urdu mother-tongue shares in Census 2011 ranged from about 17% in Moradabad to 23% in Rampur. Both versions sit in one form, are piloted, and the chosen version is recorded.

Bijnor had about 36.8 lakh people in Census 2011, more than present-day Moradabad district after Sambhal was separated, and its eight assembly seats are split across three Lok Sabha constituencies. Sambhal is the newest district in the division: announced on 28 September 2011 as Bhim Nagar and renamed Sambhal on 23 July 2012, mainly from parts of Moradabad, so many older statistics still sit under the parent district. A data collection agency in Sambhal has to rebuild baselines by tehsil: Sambhal, Chandausi and Gunnaur. Its political map is the most tangled in the division. The Sambhal Lok Sabha seat takes Chandausi, Asmoli and Sambhal from this district plus Kundarki and Bilari from Moradabad, while Gunnaur votes in Badaun. Why does a Moradabad division survey need segment-level sampling?

Because Lok Sabha seats cross district lines. Kundarki and Bilari from Moradabad vote in Sambhal, Gunnaur from Sambhal votes in Badaun, Barhapur from Bijnor votes in Moradabad, and Garhmukteshwar from Hapur is in Amroha. Sampling by assembly segment lets us report both district and parliamentary figures correctly.

Can the questionnaire be in Urdu?

Yes. The app shows Hindi and Urdu versions of the same question, and the enumerator records which one the respondent used. Both versions are piloted before fieldwork so wording differences can be caught early, which matters most in Rampur and Bijnor.
