Gonda, Bahraich, Balrampur and Shravasti

Bharat Survey is a survey agency in Devipatan division for campaigns, NGOs, health and education programmes and companies that need data from Gonda, Bahraich, Balrampur and Shravasti. This is a rural division of villages, blocks and small towns, with three of its districts on the Nepal border. We run interviews on an offline Android app that stores GPS and time for each record, and we build samples around four Lok Sabha seats that each cut across district lines.

The division

Devipatan division is run from Gonda. Its four parliamentary seats sit entirely inside the division, yet not one of them matches a district. Kaiserganj takes three seats from Gonda and two from Bahraich. Shravasti takes both Shravasti seats and three from Balrampur. Gonda borrows Utraula from Balrampur. Only Bahraich's own Lok Sabha seat stays inside one district, and even that leaves two Bahraich segments to Kaiserganj.

For a survey this means the sample is set by assembly segment and then added up twice: once for the MP seat and once for the district administration that a scheme study may report to.

Gonda is the division headquarters and its largest rural frame: 4 tehsils, 16 blocks and 1,821 villages. Its seven seats split between two MPs. Mehnaun, Gonda, Mankapur and Gaura vote in the Gonda Lok Sabha constituency; Katra Bazar, Colonelganj and Tarabganj vote in Kaiserganj. An election survey agency in Gonda has to keep those groups apart, and a political survey company in Gonda should read Colonelganj next to Bahraich's Kaiserganj segment, not next to Gonda city.

Five seats, Balha, Nanpara, Matera, Mahasi and Bahraich, form the Bahraich Lok Sabha constituency; Payagpur and Kaiserganj vote in Kaiserganj. The district has 6 tehsils, including Motipur (Mihinpurwa) in the north, 14 blocks and 1,392 revenue villages. Balrampur's four seats point in two directions. Tulsipur, Gainsari and Balrampur vote in the Shravasti Lok Sabha constituency, while Utraula votes in Gonda. Bhinga and Shravasti are only two of the five segments in the Shravasti Lok Sabha constituency; the other three are in Balrampur. An election survey agency in Shravasti covering the MP seat does most of its fieldwork outside the district, and a political survey company in Shravasti should say so in the sample plan.

Which districts are in Devipatan division?

Why does a Kaiserganj survey need two districts?

Kaiserganj Lok Sabha includes Katra Bazar, Colonelganj and Tarabganj from Gonda and Payagpur and Kaiserganj from Bahraich. We set quotas for all five segments and report each one, so the seat estimate is not skewed toward either district.

Can you survey villages near the Nepal border?

Yes, on the Indian side. Northern blocks of Bahraich, Shravasti and Balrampur get longer route plans, and the offline app keeps every record with GPS and time until the phone can sync.

Do you run surveys in Urdu as well as Hindi?

Questionnaires can be prepared and piloted in Hindi and Urdu where the study needs it, which matters in Bahraich. Translation is checked by a second reader before fieldwork starts.
