Bharat Survey is a survey agency in Chitrakoot division for campaign teams, departments, NGOs and researchers working in Banda, Chitrakoot, Hamirpur and Mahoba. This is Bundelkhand: villages sit far apart, mobile signal drops between them, and Bundeli is the home language of nearly a third of people in three of the four districts. Our offline Android app keeps collecting without network, stamps every interview with GPS and time, and syncs when an enumerator reaches coverage.

The division in brief

Chitrakoot division is headquartered at Banda and is small in seats but large in ground to cover. Its four districts send voters to only two Lok Sabha constituencies. Banda takes Banda, Naraini and Baberu from Banda district plus Chitrakoot and Manikpur. Hamirpur takes Hamirpur and Rath, Mahoba and Charkhari, and Tindwari from Banda district. Mahoba and Chitrakoot were the two least populous districts of Uttar Pradesh in Census 2011.

Who is at home, and when

Seasonal migration for work is common in Bundelkhand, so a household roster that only counts people present on the day will undercount. Our forms record usual residents and absent members separately, and field schedules avoid the weeks when many men are away.

Banda is the division headquarters and the most populous of the four districts, about 18 lakh in Census 2011. Its four assembly seats do not sit in one parliamentary seat. Banda, Naraini and Baberu vote in the Banda Lok Sabha seat, while Tindwari votes in Hamirpur, so a political survey company in Banda reports Tindwari separately and an election survey agency in Banda has to borrow Chitrakoot and Manikpur to complete the Banda seat. Hamirpur district sits where the Betwa meets the Yamuna, and it gives its name to a Lok Sabha seat that stretches well beyond it. The district itself has two assembly seats, Hamirpur and Rath, but the Hamirpur Lok Sabha seat also includes Mahoba, Charkhari and Tindwari. Mahoba was the least populous district of Uttar Pradesh in Census 2011, with about 8.76 lakh people, and it recorded the highest Bundeli share in the division at 33.6%. It is also known for its old Chandela-era tanks, and water availability is a recurring subject for a data collection agency in Mahoba or an NGO baseline. Does the app really work where there is no mobile signal?

Yes. Forms, maps and assignments are downloaded before the trip. Interviews, photos and GPS points save on the phone and upload automatically when the enumerator reaches network, often at a block town at the end of the day. Nothing needs to be re-entered.

Which districts make up the Hamirpur Lok Sabha seat?

Hamirpur and Rath from Hamirpur district, Mahoba and Charkhari from Mahoba district, and Tindwari from Banda district, as set by the Delimitation Order 2008. A seat-level survey samples each of the five segments.

How do you handle migrant workers in household surveys?

The household roster lists usual residents, including members away for work, with where they are and for how long. Interviews are timed away from peak migration weeks where possible, and the report states how many members were absent.
