House listing, member rosters and revisits, all offline

Bharat Survey is a household survey app for departments, NGOs, researchers and municipal bodies that need to list houses and interview families across villages and urban wards. Enumerators work offline on Android, record every household member in a roster, mark locked or refused houses for revisit, and capture location at each door. Supervisors see coverage by village or ward as records sync.

  • House listing and household roster in one flow
  • Repeat groups: one block of questions per member
  • Locked, refused and not-found outcomes for revisits
  • Village and ward geography with LGD codes

Be clear first

The Census of India is conducted by the Office of the Registrar General and Census Commissioner under the Census Act, 1948, using its own systems and staff. Bharat Survey has no connection to it and is not a substitute for it. When people search for a census survey app, they are usually planning something smaller: a complete count of households in a block, a municipal ward, a project area or a set of villages.

What a local census-style survey looks like

Every structure in the area is listed, every household is identified, and every member is recorded with a few basic characteristics. Then, depending on the study, some or all households answer longer modules on housing, livelihoods, health, education or scheme access. That two-stage shape is what the app is built around.

Common uses

  • Project-area baseline census
  • Ward-level household surveys for ULBs
  • Socio-economic surveys for planning
  • Beneficiary identification drives
  • Sampling frame creation for later rounds
The flow

Each stage produces its own records, linked by household ID, so nothing is typed twice.

1 · Listing

Structures and households

Enumerators walk the assigned village or ward, record each structure with a serial number and location, and note how many households live in it. Non-residential structures are listed and marked as such.

  • Serial numbers per area
  • Location at each structure

2 · Roster

Every member, one block each

For each household, members are added one at a time with relationship to head, sex, age, education and occupation. The roster is a repeat group, so it exports one row per person linked to the household.

  • Age and relationship checks

Questions that apply

Skip logic shows child modules only where children are listed, and women's modules only for eligible women. Consent is recorded before sensitive sections.

Hello, I am Ram Kumar. This survey is run by Sample Organisation. Purpose: to learn about amenities in your area. It is voluntary, and you can say no at any time.

4 · Revisit

Locked, refused, not at home

When no interview happens, the enumerator records why. Those households appear again for a revisit instead of disappearing from the count.

Our view

Quality

Location per visit

Each record is compared with the assigned village centroid and radius or the ward boundary, and labelled.

Duration

Very short household interviews are flagged, especially where the roster is long.

Back-checks

Supervisors revisit a share of households with a short form to confirm the roster and key answers.

Coverage view

Households listed, interviewed and pending per village or ward, so gaps show while teams are still there.
Decision aid

Both run on the same app. The difference is in cost, time and what you can conclude.

Built for long days without network

Household work means hundreds of doors, hours without signal and phones that run low. Work downloads in the morning, every answer autosaves encrypted on the phone, and the enumerator always sees how many households are still waiting to sync.

Not the right fit if

  • You want to take part in or replicate the official Census of India
  • You need households to self-enumerate online
  • Your enumerators use iPads
  • You want to import voter rolls or other personal registers

A good fit if

  • Complete listing of households in a defined area
  • Rosters with member-level modules
  • Revisit tracking for locked and refused houses
  • Projects that need proof of visits
FAQ

Straight answers to the questions people ask most about this topic.

Is this the official Census of India app?

No. The Census of India is run by the Office of the Registrar General and Census Commissioner with its own systems. Bharat Survey is an independent survey platform used for local household listings and surveys by departments, NGOs, researchers and urban local bodies.

How are household members recorded?

As a roster. The enumerator adds each member one at a time and answers the same short block of questions for each: relationship to head, sex, age and other fields you choose. The data exports one row per member, linked to the household ID.

What happens when a house is locked?

The enumerator records the outcome, such as locked, refused or no eligible respondent. Those households stay on the list for a revisit. Supervisors can see how many revisits are pending in each village or ward.

Can the survey cover urban wards as well as villages?

Yes. Rural areas are organised from district and block to gram panchayat and village; urban areas from urban local body to ward. Assignments, location checks and coverage views work the same way in both.
