A Third Party Quality Monitoring Agency checks, independently of the contractor and often of the executing department, that works and assets meet specification. Housing, roads, water supply, urban infrastructure and scheme-funded assets all use TPQMA or third party inspection arrangements, with scopes that range from material testing to simple existence checks.
Tenders usually ask for three things: qualified personnel for the technical parts, a verification method that cannot be faked, and reporting fast enough to stop payments on defective work. The second and third are where most arrangements break down. Photos without locations, visit reports written days later, and spreadsheets that cannot be tied back to a site are common.

Sites or beneficiaries are loaded from your MIS with IDs and expected locations. The inspection checklist is built from the specification or scheme guidelines, question by question.
The inspector opens the site in the app. GPS and time are stored automatically, and a visit far from the expected location is flagged for review.
Each checklist item gets a yes, no or measured value, with required photos at set angles. Photos cannot be picked from the gallery.
Every no or out-of-range value becomes a deviation with severity. Re-inspection closes it with new evidence.
Site-wise, contractor-wise and district-wise summaries, exportable for the nodal officer and for release or withholding of instalments.
Drip and sprinkler subsidies are paid per installation, which makes existence and specification checks central.
The Per Drop More Crop component of Pradhan Mantri Krishi Sinchayee Yojana funds micro irrigation and related water-management interventions through states. States arrange physical verification of installations under their own procedures, often by sampling a share of beneficiaries in each district.
Beneficiaries are sampled from the state's list by district and supplier, so problems concentrated with one supplier show up. Visits follow the checklist above, and the report separates not found, found but not as designed, found but not working, and verified.
The Prime Minister's Employment Generation Programme, implemented through KVIC and state agencies, links subsidy to units that are set up and running. Physical verification answers that question.
