Many tenders ask specifically for a field level enumeration surveyor for PMAY in offline mode, because the families most in need live where network is weakest — informal settlements, urban peripheries, basements and dense lanes. Our Android app stores every form on the device, keeps GPS and time even with no signal, and syncs when the enumerator reaches coverage.
Enumerators are recruited locally where possible, so they speak the language of the ward and can explain the survey's purpose. Each carries an authorisation letter from the ULB and a script that makes clear no money is charged and no benefit is promised at the door.

As a PMAY MIS data entry agency, we enter verified records into the MIS formats the ULB uses, with a maker-checker process and a log of every record entered. Login credentials remain with ULB officials and are used only under their authorisation.

Under the earlier PMAY-U mission, cities prepared a Housing for All Plan of Action (HFAPoA) from demand survey data, and many states still use HFAPoA-style ward-wise demand plans. As support to an HFAPoA preparation agency or the ULB's own planning cell, we provide the analysed demand by ward, vertical and slum status, with maps of where demand clusters.
The plan itself — land availability, project phasing and financing — is the ULB's or its consultant's work. We make sure the demand numbers underneath it are verified.
Verification of beneficiaries under PMAY 2.0 for online applicants
Applicants who register on the Unified Web Portal still need validation. We visit a list of applicants, confirm residence and housing condition, and return a verified, not verified, or not found status with evidence for each.

Who conducts the PMAY-U 2.0 demand survey?
States and UTs conduct it through their urban local bodies, in online and offline modes. Eligible citizens can also register on the Unified Web Portal. ULBs may engage agencies for field enumeration and verification, but eligibility decisions remain with the government authorities.
Can your app work where there is no mobile network?
Yes. Forms, photos, GPS and timestamps are saved on the device and sync once network is available. This matters in slums and periphery wards where demand is often highest.
How do you prevent duplicate applications?
The system flags repeated phone numbers, identical GPS points across several applicants and conflicting household details. Flags go to the ULB for review; we don't delete records on our own judgement.
Do you enter data into the PMAY MIS?
We can, under the ULB's authorisation and credentials, with a maker-checker log of every record. Alternatively we deliver files in the MIS format for ULB staff to upload.
