Chandauli, Ghazipur and Jaunpur, beyond the city everyone already knows

Varanasi division is headquartered in Varanasi and has four districts: Varanasi, Chandauli, Ghazipur and Jaunpur. Chandauli was carved out of Varanasi district in 1997, and the two still share a seat: Varanasi's Ajagara and Shivpur segments vote in the Chandauli Lok Sabha constituency.
The division's seats leak outward too. Two Ghazipur segments, Zahoorabad and Mohammadabad, are counted in the Ballia seat. Chandauli's Chakia segment belongs to Robertsganj, a Sonbhadra-based seat. Jaunpur is split into its own seat and Machhlishahr, which also takes Pindra from Varanasi. A division-wide study has to decide up front whether it reports by district, by seat or by segment.

Each of the 20 segments gets its own quota. Most costly, and the only frame that can be re-added into any seat or district total later.
Chandauli has only four assembly segments: Mughalsarai, Sakaldiha, Saiyadraja and Chakia. The first three vote in the Chandauli Lok Sabha seat along with two Varanasi segments, while Chakia goes to Robertsganj. A political survey company in Chandauli therefore cannot treat the district as one electorate, and an election survey agency in Chandauli should sample Ajagara and Shivpur when the brief is the parliamentary seat. The district is two landscapes: irrigated paddy plains in the north, which the district administration's own site calls the Dhaan ka Katora, or rice bowl, and hilly, forested Chakia and Naugarh in the south, where a data collection agency in Chandauli has to plan for no signal. Ghazipur stretches along the Ganga to the Bihar border and has seven assembly segments. Five of them, Jakhanian, Saidpur, Ghazipur, Jangipur and Zamania, make up the Ghazipur Lok Sabha seat; Zahoorabad and Mohammadabad are part of the Ballia seat. A political survey company in Ghazipur has to separate those two groups, and an election survey agency in Ghazipur studying the Ballia contest must add segments from Ballia district itself. The district site lists 7 tehsils and 16 blocks, so a data collection agency in Ghazipur typically runs more parallel teams than in Chandauli. Jaunpur is the largest field area in the division: nine assembly segments, 6 tehsils, 21 blocks and 12 municipalities on the district site. Badlapur, Shahganj, Jaunpur, Malhani and Mungra Badshahpur form the Jaunpur Lok Sabha seat, which lies wholly inside the district. Machhlishahr, Mariyahu, Zafrabad and Kerakat form most of the Machhlishahr seat, which adds Pindra from Varanasi. A political survey company in Jaunpur can run the Jaunpur seat as a closed frame, while an election survey agency in Jaunpur working on Machhlishahr needs a team across the district line. The historic city on the Gomti, with its Sharqi-era mosques and Mughal bridge, is the main market for a market research company in Jaunpur, but Shahganj and Kerakat add distinct town samples. Under the 2008 delimitation, the Chakia assembly segment in Chandauli district was placed in the Robertsganj Lok Sabha constituency. The Chandauli seat instead combines Mughalsarai, Sakaldiha and Saiyadraja with Ajagara and Shivpur from Varanasi district.
Yes. Jaunpur district covers the whole Jaunpur seat and four of Machhlishahr's five segments; the fifth, Pindra, is in Varanasi district. We plan quotas for all ten segments and report each seat separately, from the same field round.
