Jhansi, Jalaun and Lalitpur: long distances, patchy network, two Lok Sabha seats shared with other districts

Bharat Survey is a survey agency in Jhansi division for political teams, development programmes, NGOs and companies that need reliable data from Uttar Pradesh's Bundelkhand. The division has three districts, Jhansi, Jalaun and Lalitpur, with its headquarters at Jhansi. Villages are spread out and mobile signal drops between them, so our enumerators use an offline Android app that stores each GPS-stamped interview and syncs later. You watch coverage by block and by seat every day.

The ground

Jalaun and Lalitpur alone list more than 1,900 villages between them, many small and far apart. An enumerator's daily output that holds in a dense western UP block will not hold here once travel is counted. We plan daily targets from a pilot run in the actual blocks, not from a state average, and we tell you the real figure before fieldwork starts.

Seats that cross district lines

Jhansi Lok Sabha takes three segments from Jhansi district and both of Lalitpur's seats. Jalaun Lok Sabha adds Garautha from Jhansi district and Bhognipur from Kanpur Dehat, which is outside this division.

Jalaun's district headquarters is not Jalaun town but Orai, on the Kanpur–Jhansi highway. The district has five tehsils, nine blocks, 1,151 villages and about 16.9 lakh people, and Kalpi is known for handmade paper. A survey agency in Jalaun must staff for distance: Madhogarh, Konch and Kalpi tehsils each need their own routes out of Orai. A political survey company in Jalaun works with the reserved Jalaun Lok Sabha seat, which combines Madhogarh, Kalpi and Orai (SC) with Garautha from Jhansi district and Bhognipur from Kanpur Dehat. That means an election survey agency in Jalaun needs teams in three districts for one seat. A market research company in Jalaun will find Orai and Kalpi very different from farm villages. The nine blocks listed by the district, including Rampura, Kuthaund, Kadaura, Dakor and Konch, set the grid a data collection agency in Jalaun or a door to door survey agency in Jalaun samples from, and the booth management app Jalaun workers use stores booth data offline until they reach signal.

Jhansi is the division headquarters and the only district of the three with a Nagar Nigam, alongside five nagar palika parishads and seven nagar panchayats. It has five tehsils and eight blocks, from Babina and Bangra to Chirgaon and Gursrai. A survey agency in Jhansi therefore runs two kinds of work at once: ward-based city surveys and village routes across the blocks. For a political survey company in Jhansi, the seat map matters. Babina, Jhansi Nagar and Mauranipur (SC) vote in Jhansi Lok Sabha with Lalitpur's two seats, while Garautha votes in Jalaun. An election survey agency in Jhansi has to report Garautha separately. A market research company in Jhansi gets a regional trade city with a rural hinterland. As a data collection agency in Jhansi and a door to door survey agency in Jhansi, we map visits by ward and village, and the booth management app Jhansi coordinators use splits booths by seat.

Lalitpur calls itself a district of dams and temples on its official site. It is the division's southern end, with five tehsils, 764 villages, one nagar palika parishad and three nagar panchayats. For a survey agency in Lalitpur, that means few towns and long rural routes, especially towards Madawara and Pali. A political survey company in Lalitpur works with two assembly seats, Lalitpur and Mehroni (SC), which do not form a parliamentary seat of their own: both vote in Jhansi Lok Sabha. An election survey agency in Lalitpur has to fit its sample into the Jhansi seat plan. A market research company in Lalitpur relies mostly on village samples. The district's six blocks (Talbehat, Jakhaura, Bar, Birdha, Mehrauni and Madawara) are the natural strata for a data collection agency in Lalitpur, and our door to door survey agency in Lalitpur teams record locked houses and revisits, not just completed interviews. Booth management app Lalitpur teams can work fully offline between villages.

Pick the frame: seat or district

A Jhansi Lok Sabha study includes Lalitpur. A Jalaun seat study includes Garautha and Bhognipur. District programmes use blocks instead.

FAQ

Straight answers to the questions people ask most about this topic.

Which districts are in Jhansi division?

Jhansi division has three districts: Jhansi, which is the headquarters, Jalaun and Lalitpur. Jalaun's district headquarters is Orai. Together they have nine assembly seats. Their parliamentary seats are Jhansi and Jalaun, and Jalaun Lok Sabha also includes Bhognipur from Kanpur Dehat district.

Why do Bundelkhand surveys take longer?

Villages are spread out and network is patchy, so enumerators spend more of the day travelling. We run a short pilot in the farthest blocks to measure real output per enumerator, then set team size and timeline from that number rather than from averages taken in denser districts.

Does a Lalitpur survey count towards Jhansi Lok Sabha?

Yes. Lalitpur and Mehroni, the district's two assembly seats, are part of Jhansi Lok Sabha along with Babina, Jhansi Nagar and Mauranipur. A parliamentary study for Jhansi must include Lalitpur villages in the sample in proportion to their voters.

Can NGOs use your app without hiring field teams?

Yes. You can buy seats on the Android app, build forms, assign villages and collect offline with your own staff. Every record carries location and time. If you later want independent back-checks or extra enumerators in a block, our field teams can be added to the same project.
