Bharat Survey is a survey agency for government bodies and public policy think tanks that commission household, facility and beneficiary surveys. Departments need data that holds up to audit and a clear procurement trail. Think tanks need documented methods and datasets they can analyse and publish. Procurement

Central government bodies procure consultancy and survey services under the General Financial Rules, 2017, with the Department of Expenditure's procurement manual describing methods such as quality and cost based selection. Many survey assignments are routed through the Government e-Marketplace or open tenders. Our proposals state sample size calculations, verification methods and data handover formats plainly, because those are what evaluation committees score.

What we will not claim in a bid

We do not claim empanelments, government approvals or past assignments we do not hold. Where a tender requires turnover or experience thresholds, we tell you honestly whether we qualify, or suggest a structure such as a consortium where that is permitted.

Can you respond to QCBS tenders for survey assignments?

Yes, where we meet the eligibility criteria. We prepare a technical proposal covering methodology, sampling, quality assurance and team, and a separate financial proposal. If a tender's thresholds exclude us, we say so rather than submitting a non-compliant bid.

Do think tanks get raw microdata?

Yes. Unless the contract says otherwise, you receive anonymised microdata, the codebook, questionnaires and field documentation. Direct identifiers are kept separately with restricted access and deleted when you instruct us.

How do you use LGD codes?

District, block, gram panchayat and village geography in our system carries Local Government Directory codes, so survey data can be joined to other government datasets without manual name matching.

Can department staff collect data themselves?

Yes. Staff can use the offline Android app and web panel on a seat basis, with role-based access and area assignments. We can also run independent back-checks on data your staff collect.
