Most people who search for a Kobo toolbox alternative in India are not unhappy with the form engine. The questions they bring are about the field. A client asks whether enumerators actually visited the sampled villages. A state team wants progress by block, not by a list of submission IDs. A supervisor wants to reject a thirty-second interview before it reaches the dataset.
A Kobo form can capture a GPS point, and that point is honest data. What it does not do on its own is decide whether the point sits inside the village the enumerator was assigned. Bharat Survey stores the assignment with the shift, compares the captured location against the village centroid and radius or the ward polygon, and labels the record. Records outside the area, with weak signal or with mock GPS go to review and are not counted as approved.
Indian surveys are planned by district, block, gram panchayat and village, or by urban local body and ward. With a general-purpose tool, someone builds those cascading lists by hand and keeps them in sync with every form version. We load the administrative and electoral hierarchy once for the account, so assignments, dashboards and exports all use the same codes.
All three share the XLSForm tradition, so a form written for one usually moves to another with light edits. The differences are in hosting, cost model and who runs the server.
Kobo runs the servers and offers a Community Plan for nonprofit users with a monthly submission quota. Paid plans raise the quota. A strong default for humanitarian and NGO projects that do not need custom supervision workflows.
ODK Collect and ODK Central are open source. Teams with in-house engineers can run Central on their own server, which suits projects with strict data residency rules and technical capacity to maintain it.
